I therefore ask you to pronounce clearly, neither conditionally nor ambiguously, that it is not permitted for a bishop either to be ordained or to be deposed by two men, in accordance with the Council at Nicaea.

Therefore, just as the most holy Bishop Arabianus proposed, wishing to secure future cases, so also the decision of the most holy Bishop Theophilus determined, consistently and humanely, that henceforth an accused bishop under examination ought to be deposed neither by three, much less by two, but by the vote of a larger synod, including the bishops of the province, just as the Apostolic Canons also determined.
